General information
As a part of JSC NMSC Kazmortransflot operate two subsidiaries: Kazmortransflot Ltd. and LLP “Ship Repair Plant of Mangistau region”.
Kazmortransflot Ltd. registered on November 7, 2002, and has jurisdiction of the Isle of Man. This company is established for the implementation of international maritime transport.
LLP “Ship Repair Plant of Mangistau region” formed on 25 of March 2008 in Aktau. The founders of the company are «Kyran Holdings Ltd.» (50%), JSC “NMSK Kazmortransflot” (30%) and LLP “Balykshi” (20%). The main purpose of creating LLP “Ship Repair Plant of Mangistau region” is the provision of services for current repair all types of vessels operating in the Kazakhstan sector of the Caspian Sea.

Strategy “Kazmortransflot” is directed on creation and development of the national sea merchant marine fleet, called to bring the essential contribution to maintenance of transport independence of Republic Kazakhstan.

KMTF – the national maritime shipping company which is carrying out the activity according to the international standards of navigation on principles of competitiveness.

Strategic objective of the Company development is to create the effective system of sea transportation that suggests the following:
— Development of transport corridors through Kazakhstani ports in the Caspian Sea for the purpose of organization of Kazakhstani hydrocarbon materials transportation with subsequent integration into the system of transportation in the Black Sea, Mediterranean Sea and Baltic Sea and also in the Gulf via using the Caspian region geographical advantages regarding oil production and transportation;
— Creation of conditions for an increase of the general Kazakhstani cargoes flow through the port of Aktau in order to expand and stimulate export of the basic goods (metals, grain, asbestos etc) and also transit cargoes floe within the common policy on the use of advantages of Kazakhstan as the transport state;
— An increase of scales of the national sea carrier presence while implementing operations on development of the Kazakhstani Sector of the Caspian Sea.
The Company main activity has the basic principle according to which: “the national shipping company implements transportations in the volume suitable for the cargo base founded in the RoK and transportable by sea”.
In accordance with the trends of environmental changes suggesting the presence of sufficient quantity of alternative export systems in Kazakhstan in a long-term perspective, the crucial element of the Company development will be the use of complex measures regarding an increase of the competitive capacity of transportation routes passing across the Caspian Sea.
Strategy of development Business-directions
1. «Oil Transport» — is the principal activity “Kazmortransflot”, at the maintenance and development of which the main focus its resources;
2. «Transport of dry cargo» — is a new direction activity “Kazmortransflot”. Entry on the market of the trans-Caspian dry cargoes transportation at an initial stage in 2008-2009 it is planned due to own dry-cargo courts of optimum carrying capacity in quantity not less than 2 units. Henceforth, together with consolidating the positions in the market, gaining of operating experience with similar vessels and increase of cargo base volumes to expand dry-cargo fleet up to 4-5 units to 2012;
3. «Sea Operations Support Fleet Services» — the key direction of activity KMTF having the preconditions of intensive growth;
4. «Services» — activities linked to the implementation of previously concluded contracts. Allows to give together with the basic kind of activity a full complex of services that strengthens competitive advantages.
Strategy of expansion of business scales and geography
— participation in development and realization of the new projects of the trans-Caspian oil transport – KCTS and Kazakhstan-Iran as the participant of sea transportations from Republic of Kazakhstan and the operator of sea vessels;
— oil transport market entry in 2008-2009 on the Black sea at the expense of volumes, “connected” to the oil & gas transport assets of the companies included in KMG, by the long-term freight or acquisition in the property 2-3 vessels such as Aframax and/or Suezmax. With increase of resources transportation volumes belonging to KMG, through ports of the Black, Mediterranean and Baltic seas to provide their transportation on the world markets with own forces. In connection with absence of the needed tonnage to consider an opportunity of cooperation with the large international shipowners;
— possibility of dry cargoes transportation organization in the high seas exported from Republic of Kazakhstan, in case of use by the Kazakhstan exporters of routes which are taking place through ports of the Black, Mediterranean and Baltic seas. For this purpose it is necessary to construct and purchase the dry-cargo vessels intended for use in the high seas with their pass through inland waterways of Russia;
— participation in development and realization of the projects of sea transportation of the liquefied petroleum gas (LPG), liquefied natural gas (LNG) and sulfur, as well as utilization in the Caspian sea of floating production, storage and offloading system (FPSO).

Legal conditions and regulation
Operation of the merchant see fleet of the Republic of Kazakhstan shall significantly depend on creation and harmonization of a normative legal base regulating relationships of all participants of the transportation process and also international cooperation in the sphere of merchant shipping.
“Kazmortransflot” NMSK” JSC follows the provisions of interstate contracts and agreements, international conventions of IMO (International Maritime Organization) to which Kazakhstan has joined, namely the following:
International Loadline Mark Convention (1966);
Convention for the civil responsibility for damage from oil pollution (1969);
International Convention for tonnage measurement of ships as of 1969 (London, June 23, 1969);
Convention for international rules of prevention of vessels collision at the sea (London, October 20, 1972);

International Convention for the Prevention of Pollution from the Ships as of 1973 (London, November 2, 1973, MARPOL 73/78);
International Convention for the Safety of Life at the Sea (1974, SOLAS 74/78);

The following shall be developed in a medium-term perspective: a number of normative acts regulating safe shipping, social questions of sailors on the board of vessels, environmental protection measures and etc.
Current events
1998
Regulation of the Government of the Republic of Kazakhstan about foundation of the joint-stock company “Kazmortransflot” National Maritime Shipping Company” No 1239 was issued on December 4, 1998.
2001
For the first time in the history of Kazakhstan operation of sea transport leased in Russia was started on January 1, 2001 in the Caspian Sea along the route Aktau – Makhachkala and Aktau – Baku.
2002
Taking into account the fact that some perspective routes strategically important for economic development of Kazakhstan are represented by the ports of Islamic Republic, “Kazmortransflot” NMSC” JSC agreed on transportation of Kazakhstani hydrocarbon materials along the route Aktau – Neka beginning from January, 2002.
Affiliated company Kazmortransflot Ltd with the jurisdiction of the Isle of Man was founded on November 7, 2002. This company was founded for the purpose of implementation of international sea transportations.
2003
At the beginning of 2003 “Kazmortransflot” set about implementing operation activity connected with dry cargo transportation in the Caspian Sea.
First dry-cargo vessels freighted by “Kazmortransflot” started to transport products of “Ispat-Karmet” company to the port of Amirabad.
Since the beginning of 2003 “Kazmortransflot” set about reconstructing and modernizing oil-loading terminals No 4 and 5 pursuant to the Resolution of the RoK Government in order to increase carrying capacity of oil-loading terminals of Aktau port up to 8-10 million tons of oil per year.
According to certification inspection results the certificate of the quality management system conformance ISO – 9001, SAI GLOBALL and Russian Register were given to the Company on January 30, 2003.
Tripartite Service Agreement on construction and operation of objects of the offshore operations support base in the Bautino port was concluded on March 7, 2003 between Agip KCO, “KazMunayGaz” NC JSC and “Kazmortransflot” NMSC” JSC.
According to the Regulation of the RoK Government “About approval of the list of tax payers subject to republican monitoring” No 850 “Kazmortransflot” NMSC” JSC was included in the number of large tax payers of the Republic of Kazakhstan on August 22, 2003.
The first main tugboat “KMTF-1” arrived at its home port of Aktau on October, 2003.
Offshore operations support base in the Bautino port was put into commission on November 14, 2003.
By means of the Order of the Chairman of the Agency on natural monopolies regulation and competition protection of the Republic of Kazakhstan No 850-ОД “Kazmortransflot” NMSC” JSC was included in the state Register of natural monopolists in the part of loading-unloading operations implementation at the international sea-port of Aktau on December 3, 2003.
Affiliated company “Teniz-Servis” LLP was founded on December 26, 2003. The company founders are represented by “KazMunayGaz” NC JSC and “Kazmortransflot” NMSC” JSC. The main objective of “Teniz-Servis” LLP foundation consists in creation of the coastal infrastructure meant for implementation of the offshore oil operations.
2004
Reconstruction of the peer with maritime terminals No 4 and No 5 and access road was started in January.
Two barges-sites “КМГ-101” and “КМГ-102” with the carrying capacity of 3600 tons with the building slip of “Astrakhansky korabel” OJSC )Astrakhan city, Russian Federation) were launched on April 9, 2004.
The Program “On creation of the national merchant sea fleet for 2004-2006” on July 13, 2004 and adopted by means of the Regulation of the Republic of Kazakhstan.
Relocation of the head office of “Kazmortransflot” NMSC” JSC from Almaty city to Aktau city took place on August 22, 2004.
35-flat dwelling house for the officials of “Kazmortransflot” NMSC” JSC was put into commission in Aktau city in August, 2004.
Presentation of the new office of “Kazmortransflot” NMSC” JSC took place in Aktau on September 3, 2004.
The State Committee approved the maritime terminals No 4 and 5 of Aktau international merchant sea port on September 27 after their reconstruction and modernization implemented by “Kazmortransflot” NMSC” JSC.
Cargo (crude oil) reception tanker moored to the new maritime terminal for the first time from 05 to 06-th of November.
The first Kazakhstani tanker “Astana” was put into commission on December 11, 2004 at ship-building plant of Vyborg (Vyborg city, Leningrad oblast, RF).
2005
The ship-building contract for construction of a series of 3 barges-sites with the carrying capacity of 3600 tons was signed with “Zelenodolsky plant named after A.M.Gorky” OJSC (the Republic of Tatarstan) on March 11, 2005.
The tanker “Astana” arrived at the port of Aktau on May 23, 2005 to be operated in the Caspian Sea.
The second oil tanker “Almaty” with the dead weight of 12 thousand tons was put into commission on June 25, 2005.
The barges-sites КМГ-103, 104 were put into commission on November 24, 2005.
In 2005 the Safety Management System of “Kazmortransflot” NMSC” JSC was acknowledged to be in compliance with the requirements of the International Code on vessels safe operation management and contamination prevention.
2006
The barges – sites КМГ 105, 106, 107, 108 were put into commission on May 3, 2006.
The main tugboats “Tobol” and “Esil” arrived at the home port of Aktau on April 25, 2006.
At the beginning of 2006 the Company set about introducing the requirements of international standards ISO 14001 and OHSAS 18001 into its activity.
2007
In February, 2007 the Company underwent preliminary inspection for compliance with the requirements of the ecological management standards ISO 14001-2004 and also industrial safety management and labor protection standards OHSAS 18001-1999.
On May 10, 2007 “Kazmortransflot” NMSC” JSC became the owner of certificates registered in the system of voluntary certification of the Association on certification “Russian Register” (St. Petersburg city) and SAI GLOBAL and also single type of the International Network of Certification IQNet.
2009
In accordance with the signed agreement on sale of belonged to the KMTF 0,001% of share in the LLP Teniz-Service with JSC NC KazMunaiGas № 215-23 dated on 01 of September, 2009, JSC NMSC “Kazmortransflot” ceased to participate in the LLP Teniz-Service.
2011
On 9 December 2011 a solemn ceremony of acceptance of the first large-capacity tankers of Aframax type named Alatau and Altai with total deadweight 155 thousand tons each took place in Batumi port (Georgia).
These tankers were purchased within the limits of implementation of the long-term development strategy of NC KazMunaiGas JSC with the assistance of the National Welfare Fund Samruk Kazyna JSC.
