Integrated Management System (IMS)
An integrated management system (quality, environment, safety) that meets the requirements of international standards, should be considered as a prerequisite for the stable development of «NMSC «Kazmortransflot» JSC (hereinafter – KMTF).
Integrated management system (hereinafter – IMS) functions in KMTF in accordance with the Republic of Kazakhstan’s 2030 Development Strategy and the Work plan, approved by the decree of Prime-Minister of RK dated March 6, 2004 (№28), on accelerated transition of Kazakhstan’s companies to international standards.
As of 2004, KMTF is certified in compliance with the Quality Management System ISO 9001:2000 international standard. As of 2006, our Safety Management System was recognized to comply with the requirements of the International Safety Management Code (hereinafter – ISM CODE). In 2007, Certification Associations “Russian Register” (St. Petersburg) and SAI GLOBAL have recognized KMTF as in compliance with the voluntary certification requirements of Environmental Management Standard ISO 14001:2004 and Occupational Health and Safety Standard OHSAS 18001:1999. In addition to the basic abovementioned certificates, KTMF has also received the standard unified international certificates from IQNet.
Implementation of Quality Management System (ISO 9001), Environmental Management System (ISO 14001) and Occupational Health and Safety Management System (OHSAS 18001) is evidence of KMTF’s strive to improve corporate governance, increase the effectiveness of execution of set objectives, fulfill numeral interrelated types of activities that are necessary to meet the client’s requirements of the services provided which includes management of maritime safety.
Within the IMS framework we have developed and maintain updated the following documented procedures (KMTF CS) that describe and regulate the main processes in KMTF’s activities:
— IMS Manual;
— mandatory IMS procedures (document management regulation, records, internal audit, discrepancies, corrective and preventive actions);
— business and budget planning regulations of KMTF;
— planning regulations and products, works, services purchasing organization in KMTF;
— asset management documents, etc.;
KMTF has defined its Policy in the area of quality, safety and environmental protection:
— achievement of KMTF’s goals;
— enhance the role of maritime safety and competitiveness of KMTF’s ships in the world cargo transportation market;
— compliance with all legislative requirements, requirements of international standards and international conventions.
An Internal audit group and Management’s Representative on IMS were formed and appointed by the order of the General director of KMTF. These two bodies function to define KMTF’s activity in the area of planning, development, maintenance in working order and improve the IMS.
An Internal audit group is lead by the Head of the Group. The Group is formed out of the following employees: Management’s Representative on IMS, heads of departments, senior managers, managers, etc. All of the auditors have received training and passed the course on the “Requirements of ISO 9001, ISO 14001 and OHSAS 18001” together with “Internal audit of QMS in accordance with the requirements of ISO 9001:2008”. By the end of the course they have been rewarded with certificates that affirm their knowledge of the subject and successful passing of the course.
In accordance with the approved internal audit plan for the year of 2011, the group of internal audits conducted IMS compliance checks in administrative and operating departments as well as on KMTF’s ships.
In April 2011, “NMSC “Kazmortransflot” JSC has passed the IMS inspection on the requirements of international standards ISO 9001:2008, ISO 14001:2004 and OHSAS 18001:2007.
The scope of certification covers the following types of KMTF’s activities:
commercial management of crude oil transportation by maritime transport, providing port terminals for transshipment of crude oil in port, freight forwarding of cargoes in port, management of oil –tankers ships and other, diving works (underwater survey of vessels, underwater-technical works, offshore works on the assumption of available equipment and number of staff), sea transportation, technical management and management in the field of navigation safety of tanker fleet.
From the 18th till 22nd of April 2011, 15 internal auditors of KMTF have taken part in attending the seminar “IMS (ISO 9001:2008, ISO 14001:2004 and OHSAS 18001:2007) and complex audits”.
Aim of the seminar:
Acquirement of necessary knowledge and practical skills to organize and conduct internal audits on IMS compliance.
The course program provides an in-depth study on:
1) structure and formation of international standards ISO 9001:2008, ISO 14001:2004, OHSAS 18001:2007 and ISO 19011:2002;
2) types of audits;
3) audit program management;
4) audit activity;
5) the competence and evaluation of auditors;
6) communication and conduction of interviews;
7) conducting role-playing games.
During the seminar, role-playing games were organized in consideration with practical situations, creative discussions and experience sharing.
The course was organized by “Caspiy Consulting” LLP in the city of Aktau. The abovementioned seminar was also organized by the same company for 8 auditors of KMTF in the period from 28th of November till 2nd of December 2011.
By the end of the seminar the participants were handed IMS internal audit certificates.
Every year, intensive development of the industry and services present our specialists with new requirements on the knowledge of equipment, software and normative documents. Thus, it is necessary to periodically perform personnel certification in compliance to present criteria. Personnel certification provides and objective and an independent evaluation. The requirements to the personnel and the order of compliance evaluation are determined not by the government, but all interested parties.
In July 2011, KMTF’s 5 internal auditors have confirmed their competence as certified internal auditors. The certification was organized by the “National personnel certification centre” Company (hereinafter – NPCC Company). NPCC Company is the only personnel certification body in Kazakhstan.
This status, as a registered internal auditor of Kazakhstan, gives our certified internal auditor the right, on their arrangement, to conduct internal audits in other companies, as well as work as an internal auditor in any organization in Kazakhstan.
In the aim of constant improvement in the field of quality, stimulate activity on creating and applying systems of management that meet the requirements of International standards and joining forces in providing solutions to the current tasks, “Samruk-Kazyna” Corporate University” (hereinafter – Organizational unit) together with NC “KazMunaiGas” JSC, during the period from 19-20 May 2011, have organized a round table meeting to discuss the operational problems of IMS. The meeting was held in “Zeren-Nur” Sanatorium Centre” LLP near Zerenda settlement. Within the framework of the round table, a representative of Ministry of industry and new technology of Republic of Kazakhstan’s Committee of Technical regulation and metrology addressed the meeting.
The list participants of the round table included representatives of national companies that form the “National welfare fund “Samruk-Kazyna” JSC group of companies, representatives of certification compliance bodies, expert-auditors on systems of management.
KMTF’s auditors took part in the XIII International conference “Management of quality, innovation, management systems certification” which was held in the city of Almaty, Republic of Kazakhstan from 27 till 28 of September 2011. The abovementioned conference was organized by “Russian Register” Certification Association.
This year, the International conference was held in several countries – Russia, Kazakhstan, Ukraine and Belarus. Such approach is necessary in order to focus on those innovations, problems and objectives that are specific to management systems in corresponding countries, taking into account the business environment, legislative features and economy statuses. The interests and demands of Kazakhstan’s producers are considered a high priority for the Russian Register.
The determining factor why Kazakhstan was chosen as the place where the Conference was held is because it is recognized as one of the leaders, between the CIS countries, in the field of modern approach and methods of management.
The following participants attended and addressed the XIII International Conference: representatives of leading international and foreign organizations in the area of management systems (ISO, API, IPC, IQNet, IRIS), as well as representatives from the business society and government bodies. During the conference, several issues were raised, such as further improvement of management systems in the Republic of Kazakhstan based on international best practices.
An Internal Regulatory Document sets the order of performing an IMS analysis in terms of establishing rules and regulations in accordance with ISO 9001, ISO 14001, OHSAS 18001, as well as the convenience, conformity and effectiveness of IMS in achieving set goals and introducing necessary corrective actions for improvement.
On an annual basis, KMTF determines its Strategic goals in the area of quality, safety and protection of environment. An assessment of demands in the changes of IMS includes the need to change the goals of KMTF in the area of IMS.
